Subgroups

Well subgroups are groups of members managing special aspects of the fleet like diplomacy or scientific development or training.
Unlike other fleets subgroups in the 5th aren't like clubs in a club. Subgroup Positions are limited to 6 levels and they are a management issue. They are given for a current opperation. An officer can be step up or step down a position just by the wish of the subgroup leader. The highest position of the subgroup is limited to a single person that is the leader of the subgroup, all other positions aren't limited.
If officers do good in their subgroup they get their promotion medals through the fleet. The military rank and the medal case show the entire development of a character in the fleet. So it may be that a member who shows extraordinary in a subgroup, but only there, has the same level as an officer who shows minor activity in this subgroup, but shows activities in other subgroups and aspects of the fleet too.
With the ranking of Ensign officers can apply for membership in subgroup. The subgroup leader decides with ranking they start with, depending on their job within the subgroup.
Subgroups in Detail
Naval Academy Coruscant
Well the Naval Academy on Coruscant is the main trainingscenter for the officer corps of the 5th New Republican fleet. Recruits that enlist for the service in the 5th fleet start their career there. The personnel at the academy trains the cadets in the basics of the New Republican armed forces.
The Naval Academy is maybe the most important of the subgroups. It introduces new members to the fleet and skills experianced members in advanced topics.

Exeptions from the normal subgroup model:
Every cadet is automatically Student in the NAC, with graduation they leave the academy again. An officer that applies for membership in the NAC subgroup can't be asigned to the position of Student, he must be asigned to the position of Trainer or higher.
Order of Jedi
The Order of Jedi is a group of very individual officers with the talent of using the force. It's just a part of the Jedi Order that protects the Republic but it has its own council. The Order ever looks for more force sensitive beings in the lines of the 5th fleet. Their academy is located on the moon of the planet Yarvin IV.
The Order of Jedi was always the most popular subgroup in the 5th fleet. The Order serves the roleplaying aspect in the fleet. But different to the other subgroups that have their aspect exclusively, roleplaying games are not only made in the Jedi Order, they can also be made in other parts of the fleet.

Exeptions from the normal subgroup model:
The levels III (Jedi Master) to VI (Jedi Initiate) are seen as titles, an officer that earned one of these titles can keep him and don't need to fear to be reduced to a lower one, even if he leaves and rejoins the Order he can keep the title he earned. Officers that haven't been in the Jedi Order before join as Jedi Initiate. Jedi Masters that leave the Council return to the title of Jedi Master.
A Jedi Initiate becomes Padawan with his election as a private student of an experianced member of the Order like a Jedi Knight or higher. This Mentor also decides when the training is completed and the Jedi gains the title of Jedi Knight, but beware the council will have an eye on these decisions.
All medals, even Jedi Order ones are given through normal ways in the 5th fleet, but the Order of Jedi has also another special way to honor it's members. The Order of Jedi can give a lightsaber to a member. Each member of the order can just recrive one of these lightsabers. They are usually artifacts from famous Jedi Masters or been specially build for a person by masters in sword design.
New Republican News
The New Republican News is the independent voice in the fleet. They manage the informaton exchange for a fleet that is sometimes spread all over the galaxy and deliveres the latest news on what's going on in the galaxy to each pearson in the fleet.
The New Republican News basically creates the e-zine for the fleet. In the time between the e-zines they collect news and articles for it.

Republican Diplomatic Corps
The Galaxy don't only consists of Republic and Empire. A large scale of different races and an almost unlimited number of smaller and bigger fractions populate this part of the universe. The Diplomatic Corps has an overview on the relations to all this fractions.
The Rpublican Diplomatic Corps basically handles the relations to other Star Wars clubs and holds contact to the allied clubs of the 5th fleet.

Research and Development
The Helwein Werke Waffentechnlogie is officially part of the Helwein Werke concern and produces most of the Imperial technology ammunition, weapons and fighters for fleets like the 5th fleet. Inofficially SFS is behind HWWT cause the market for Imperial technology on the Imperial Remnant side is shrinking, cause the Imperial Remnant side is shrinking. Cause of this conncetions HWWT's huge reseach facilities aren't allowed to reseach on Republican technology, but they develop and produce what is needed to keep the 5th fleet's military machinary running.
The Research and Development concentrate on creating custom content for the games the fleet support, like missions for TIE Fighter or skins and levels for Jedi Outcast.

High Command Council
The High Command Council isn't a subgroup. The restrictions for getting a member in the High Command Council are completely different to the Subgroups, but in a few aspects the council is similar to subgroups. Membership in the High Command Council is independent to the Fleet Position or the Positions in the Fleet Group. Having a high position in the fleet or one of the subgroups is usually preferred for having a position in the council but not required. Sure some higher positions in the council are limited to officers that had higher positions in the fleet as well for some time, but it's not nessesary to have this position at the point of election into the council.
The idea of the council is to get the members in higher positions together to decide on fleet issues like promotions. The Carrier Captains and the Group Commanders still do the promotions, the council is just there to prevent that the Group Commander promotes an officer the Carrier Captain dislikes to promote and so on.

High Command: Inner Circle Requirements: 4 years service, ranking of admiral, been Carrier Captain or higher for half a year.
Members of the Inner Circle usually have been high commanders in the 5th fleet for several years. The members usually have a lot of influence in the fleet even before they became part of the Inner Circle.

High Command: Fleet Counsellor (senior) Requirements: 3 years service, ranking of rear admiral, been Wing Commander or higher for half a year.
Councillors are the basic members of the High Command Council. Long time service and loyality to the fleet aren't the only requirements for the status of a councillor. The councillor should have comanded at least a wing for half a year.

High Command: Fleet Councellor (junior) Requirements: 2 years service, ranking of captain.
The junior councillor is the entry ranking into the High Command Council. Junior councillors have the same right to discuss and vote on High Command topics as the other members of the council, but they don't have the same priviliges like a senior councillor.

High Command: Advisor Officers of the 5th fleet or ambassadors from other fleets can be announced temporary or permenantly to advisors to the High Command Council, they can take part on discussions but can't vote in decisions. |
